contrary to popular belief, aquarius is not as impulsive and revolutionary as you might think! as we (debatably) entered the "age of aquarius," people began to change the meaning of the sign to correspond with their ideal future... leading it to be associated with freedom and drastic change. in reality, aquarius is quite traditional. you might be shocked to learn that traditional astrology closely relates aquarius to capricorn, as they are both ruled by saturn! (you might have heard that aquarius is ruled by uranus, but we didn't even know uranus existed during the origin of hellenistic astrology... & it totally messes up the symmetry of the planet rulerships, but i won't get into that right now...). all of this said, aquarius is associated with creating one's own system of rules and renovating existing structures - this is where it distinctly differs from capricorn.
